Filipino Migrants in Japan and the Work of Care

I stepped out of the train station in the north of Kyoto, and found
myself in a quiet neighborhood surrounded by green sloping hills.
I was about to meet a Filipino nurse who is undergoing training as
a care worker in Japan. This trend has seen quite a number of
Filipino migrants who are doing care work since the start of the
economic partnership agreement between the two countries in 2009.
My main goal in this fieldwork is to understand why and how Filipinos
do the difficult work of care, and how do they sustain or are
sustained by it.
In order to address these questions, I conducted a two-month volunteer
work at a private care home (kaigo shisetsu) in the north of Kyoto.
It was newly-built in 2016 and houses about 100 elderly tenants. It
is equipped with in-house medical and dental clinics, a salon, karaoke
room, and conference room for big activities. The facility is divided
into the east (higashi), center (naka), and west (nishi) wings, each
composed of 10 rooms. About 3 to 4 care workers are assigned to these
tenant areas per 8-hour shift.
There, I participated in the usual tasks performed by a Filipino care
worker trainee. I volunteered for 2 hours every week from July to August,
observing and participating in the care of elderly residents in the home.
My work consisted of preparing the residents’ lunch, cooking the soup,
serving the food, and cleaning up afterwards, and talking with the
residents as much as I can. As a volunteer (and even for uncertified
care workers), I was not allowed to perform certain activities which
are only done by certified care workers, such as lifting and
transferring the residents (for instance, from bed to wheelchair), or
administering any kind of medication. Furthermore, most of my tasks
were performed in the company of Karen (not her real name), my Filipino
care worker trainee contact. As a nurse in the Philippines, I was
trained how to be “caring” to patients, that is to perform a set of
measurable tasks that ensure the patient receives the proper care
towards recovery and treatment. However, a nursing home is different as
care workers not only perform a set of medical procedures, but also the
mundane tasks to support an elderly person’s daily living, most of
which are immeasurable and largely subjective.
That is why, the presence of migrant care workers in Japanese elderly
care settings presents an interesting development in Japan’s care
market. Besides the language and cultural constraints, how can one
determine what is good and culturally sensitive care and how is it
delivered to the Japanese elderly recipients? How do Filipino care
workers meet the structural and functional expectations of their
Japanese coworkers and care recipients as professional carers and as
migrants? As I continue to observe the performance of care in this
setting (kea no genba), I hope to unravel the subjective making
and unmaking of the Filipino care workers’ what Clare Stacey calls
“caring selves.”
